RAS Constitution

After three years consultation, a new Constitution was submitted for approval at the RAS Conference in 2016 and passed.  This was subsequently passed again at the RAS Conference in 2017.  A further minor alteration was made in 2017 to clause 3.4 at the recommendation of Internal Affairs.  This alteration was adopted.
